Minutes of the regular meeting of the City Commission held Monday, December 18, 2006, at 7:00 p.m., in the City Commission Room.
Mayor Bradley Kilmer called the meeting to order and the Pledge of Allegiance was recited.
Commissioners Present: Mayor Bradley Kilmer and Vice Mayor Spycher; Commissioners Bissell, Joslin, Moreno and Tilmann
Commissioners Absent (excused): Holton
Others Present: City Manager Grinzinger, City Clerk Flynn and City Attorney Romashko
Mayor Bradley Kilmer read and presented to George Dunn President of MMDC a Proclamation in recognition of the 25th Anniversary of Middle Michigan Development Corporation.
Received the following communications and petitions:
1. Charter Township of Union Board of Trustees Minutes (June, July, August, September and October)
2. Charter Township of Union Planning Commission Minutes (June, July, August, September and October)
3. Planning Commission Minutes (November)
4. Street Department and Motor Pool (November)
5. Wastewater Treatment Plant (November)
Moved by Commissioner Moreno and supported by Commissioner Tilmann to approve the following items on the Consent Calendar:
1. Minutes of the regular meeting held December 11, 2006.
2. Bid from AIG for Stop Loss Insurance coverage for 2007. The rates will be $23.64 per month for single coverage and $54.43 per month for family coverage with a $100,000 specific deductible.
3. Bids for the 2007 (2-year pricing) Water Treatment Plant treatment (bulk) chemicals as follows:Lime Carmeuse Lime, Inc. $132.69/ton*
Caustic PVS Nolwood Chemicals, Inc. $470.00/ton

Moved by Commissioner Joslin and supported by Commissioner Spycher to approve the following resolution making traffic control order #7-06 a permanent traffic control order:
WHEREAS, under the date of September 24, 2006, the Traffic Engineer of the City of Mt. Pleasant issued temporary traffic control order No. 7-06 (Remove the NO PARKING signs on the south side of Wisconsin Street from Brown to Elizabeth Street.) Said temporary traffic control order was presented to the City Commission on December 18, 2006, for review and after reviewing said temporary control order and being fully advised in the premises,
BE IT RESOLVED, that the City Commission approves making temporary traffic control order No. 7-06 a permanent traffic control order.
Motion unanimously adopted.
Moved by Commissioner Joslin and supported by Commissioner Bissell to reschedule the public hearing on proposed revisions to the Housing Licensing Code from January 22, 2007 to February 26, 2007. Motion unanimously adopted.
Moved by Commissioner Moreno and supported by Commissioner Tilmann to approve City match of $36,652.00 for Traffic Enhancement Grant. Motion unanimously adopted.
Moved by Commissioner Moreno and supported by Commissioner Tilmann to approve the recommendations from the Appointments Committee for appointments to the Historic District Commission and Zoning Board of Appeals.

Moved by Commissioner Spycher and supported by Commissioner Moreno to accept the revision of Professional, Administrative, Confidential and Technical (PACT) Employee Benefits and Personnel Policies with the exclusion of item #18 “Education Benefit”. Motion unanimously carried.
Announcements on City-related Issues and Concerns
Mayor Bradley Kilmer expressed thanks to Commissioner Tilmann for years of service and presented her with a parting gift.
Vice Mayor Spycher thanked Mayor Bradley Kilmer for her years of service both as a Commissioner and as Mayor and presented her with the traditional Gavel Plaque.
Public Comment on Agenda and Non-Agenda Items
Commissioner Joslin reminded the public of that the first meeting of the City Commission in 2007 will be held Tuesday, January 2 at 8:00 p.m.
Commissioner Tilmann reminded Commissioners of Council of Government meeting on December 20th at 7:00 p.m. in the County Building and thanked the City Commission for their appropriation to the County Agricultural Board.
Moved by Commissioner Joslin and supported by Commissioner Bissell that the meeting adjourn at 7:39 p.m. Motion unanimously adopted.
