Minutes of the special meeting of the City Commission held Monday, July 31, 2006, at 7:00 p.m., in the City Commission Room.
Mayor Bradley Kilmer opened the meeting at 7:00 p.m. and the Pledge of Allegiance was recited.
Commissioners Present: Mayor Bradley Kilmer and Vice Mayor Spycher; Commissioners Bissell, Holton, Joslin, Moreno and Tilmann
Commissioners Absent: None
Others Present: Acting City Manager Grinzinger, City Clerk Flynn, and City Attorney Romashko
Public Input and Communications on Agenda Items:
1. Dave McGuire, 416 S. Washington, raised a couple questions regarding the West Broadway Project.
2. Jack Westbrook, 501 N. Fancher, spoke in favor of the West Broadway Project.
Moved by Vice Mayor Spycher and supported by Commissioner Moreno to approve the Purchase Agreement For Borden Building, authorizing the Mayor and Clerk to execute the document, and direct the preparation of all necessary associated agreements by August 14, 2006. Motion unanimously adopted.
Moved by Commissioner Holton and supported by Commissioner Joslin to enter into contract negotiations with Kathie Grinzinger for the position of City Manager.
Ayes: Commissioners Bissell, Holton, Joslin, Moreno and Tilmann
Nays: Mayor Bradley Kilmer and Vice Mayor Spycher
Absent: None

Announcements on City-related Issues and Concerns:
1. Commissioner Joslin reminded the public of National Night Out on Tuesday, August 1, 2006.
2. Commissioner Moreno reminded the public of the Farmers Market on Thursdays and Saturdays.
3. Commissioner Holton and City Clerk Flynn reminded the public of deadline for Petitions for City Commission seats of August 8th.
4. Commissioner Tilmann thanked Public Safety for their efforts in the Annual Senior Citizen Picnic.
Moved by Commissioner Holton and supported by Commissioner Tilmann that the meeting adjourn at 7:44 p.m. Motion unanimously adopted.
