Minutes of the special meeting of the City Commission, held jointly with the Mt. Pleasant Planning Commission, on Tuesday, June 13, 2006, at 7:00 p.m., in the City Commission Room.

Mayor Bradley Kilmer opened the meeting at 7:00 p.m.

City Commissioners Present: Mayor Bradley Kilmer and Vice Mayor Spycher; Commissioners Bissell, Holton, and Moreno

City Commissioners Absent: Joslin and Tilmann

Planning Commission Members Present: Chairperson Orlik, Gillis, Johnson, Lux and Markham

Planning Commissioners Absent: Ellertson, Harter, Lazarov-Doherty, Lichtman

Staff Present: City Manager Preston, Assistant City Manager Grinzinger, City Clerk Flynn, and Planning Director Kulick.

Others Present: Mr. Doug Lewman, PCP representing Carlise/Wortman who is the consultant on the City Master Plan development.

Planning Commission Chairperson Orlik recognized previous Planning Commission Members for their efforts in developing the draft Master Land Use Plan and reviewed with the City Commission work being done by the Planning Commission on current issues.

City Planner Kulick walked the Commissioners through the three (3) year history of the Master Plan development, including current plans and policies already completed and the requirements of the Municipal Planning Act.

Mr. Lewan reported to the Commissioners on the Master Plan process, jurisdictional review, and the need for public hearings to complete the process.

The two Commissions began discussions on the following items of the Master Plan:

background studies
goals and strategies
future Land Use Plan

It was decided to handle corrections such as edits to the Plan when the final draft is reviewed along with the sections on transportation and implementation.

The majority of the input from the Commissioners included coming to a consensus on the Land Use Plan in relationship to areas of the City indicated on the Land Use Map.

Discussions ensued on high density use areas, urban residential, and the Main Street corridor.

The Commissions decided that the Planning Commission will look at the Crawford/Broomfield area at a future meeting and came to a consensus to put in the Master Land Use Plan a statement regarding investigating parks designation on the Zoning Map.

The Commissioners and staff present decided to make changes to the existing draft and have a final review conducted by the Planning Commission before setting a public hearing on the document.

The meeting was adjourned by Mayor Bradley Kilmer at 9:26 p.m.
