Minutes of the regular meeting of the City Commission held Monday, March 20, 2006, at 7:00 p.m., in the City Commission Room.

Mayor Bradley Kilmer called the meeting to order and the Pledge of Allegiance was recited.

Commissioners Present: Mayor Bradley Kilmer and Vice Mayor Spycher; Commissioners Bissell, Joslin, Moreno and Tilmann

Commissioners Absent: Commissioner Miller (excused)

Others Present: City Manager Preston, City Clerk Flynn and City Attorney Martineau

Mayor Bradley Kilmer added Commissioner Miller's resignation letter under petitions and communications.

Received the following communications and petitions:
1. Mayor Bradley Kilmer read Commissioner Miller's resignation letter.

Moved by Vice Mayor Spycher and supported by Commissioner Tilmann to accept Commissioner Miller's resignation from the City Commission, effective April 1, 2006, with reqrets. Motion unanimously adopted.

Moved by Commissioner Moreno and supported by Commissioner Tilmann to approve the following items on the Consent Calendar:
1. Bids:
a. Dependable Mowing & Sweeping, Inc., Elwell, MI, in the amount of $31,000, to provide 2006 lawn maintenance services in University Park; and Professional Lawn Care & Landscaping, Mt. Pleasant, MI, in the amount of $4,555.50, to provide 2006 lawn maintenance services in Industrial Park-North, and authorize the Mayor and City Clerk to sign the necessary documents.
b. Three-year contract for mowing and maintenance services, to Sundberg Landscaping, Mt. Pleasant, MI, in the amount of $14,442 for CBD-TIFA and $17,109, for Mission Street DDA, and authorize the Mayor and City Clerk to sign the necessary documents.
2. WHEREAS, under the date of January 3, 2006, the Traffic Engineer of the City of Mt. Pleasant issued temporary traffic control order No. 10-05 (Install 4-way Stop signs on all four corners at the intersections of Michigan and Main Streets and Broadway and Main Streets), which said temporary traffic control order was presented to the City Commission on March 20, 2006, for review and after reviewing said temporary traffic control order and being fully advised in the premises, BE IT RESOLVED, that the City Commission approves extending temporary traffic control order No. 10-05 until September 30, 2006.
3. Warrants dated March 16, 2006, check numbers 51805-51974, all totaling $814,380.15.
Motion unanimously adopted.

Moved by Commissioner Tilmann and supported by Commissioner Joslin to approve the minutes of the special meeting held March 8, 2006; the regular meeting held March 13, 2006; and the closed meeting held March 13, 2006. Motion unanimously adopted.

Discussed joint prioritization of Tribal two percent applications for Spring 2006. City Commissioners read their priorities.

Moved by Commissioner Joslin and supported by Commissioner Tilmann to set the date for a special meeting with the Mt. Pleasant Planning Commission for April 10, 2006, at 6:00 p.m., to discuss the Planning Commission 2005 Annual Report. Motion unanimously adopted.

Announcements on City-related Issues and Concerns

City Clerk Flynn distributed information pertaining to the appointment and election of a new City Commissioner.

Public Comment on Agenda and Non-Agenda Items

Jim Moreno, 1015 Andre, announced a peace rally scheduled for 2:00 p.m., Wednesday, March 22, 2006, between Anspach and Pearce Halls on C.M.U. campus.

A work session was held. City Manager Preston presented an overview, recommended process and time line to hire a new City Manager. Commission consensus was to proceed with the recommendation.

Moved by Commissioner Joslin and supported by Vice Mayor Spycher that the meeting adjourn at 7:23 p.m. Motion unanimously adopted.
