GIS Specialist - Engineering Department

Starting salary is between $50,000 and $55,000 depending on qualifications and experience

The City of Mt. Pleasant is seeking resumes from highly skilled GIS professionals, who are collaborative in nature and enjoy working across many facets within a municipal setting. The GIS Specialist is a salaried at-will employee who exercises independent judgment and decision-making responsibility while carrying out a wide variety of technical and engineering responsibilities. Reporting to the City Engineer, this position serves all City departments and oversees the GIS functions, progress and future development for the City. Providing guidance, depth and appropriate application of the GIS system to meet the needs of various customers.

The GIS specialist works with department end users to determine needs, evaluate requirements, and develop solutions to improve and implement automation of tasks within the city through the creation of queries, databases, maps and other related data. Works on special GIS/AM projects as assigned, developing custom data, statistics, reports, presentations and other products in a team environment.

This position will create, implement, integrate, document and maintain the GIS/Asset Management (AM) applications using QGIS, Roadsoft, Infor MP2, SQL Server, Access, AutoCAD Civil 3D, SCADA and other programs. This role frequently utilizes custom mapping tools that enable professionals in other departments to perform tasks faster and more efficiently. On a daily basis will prepare and monitor quality control standards and requirements of spatial and tabular data capture, storage and use throughout the City. It is critical that the GIS Specialist is a strong communicator and can lead and educate others on the GIS application, solve problems, research situations and provide positive solutions.

This position requires an Associate’s degree (Bachelor’s degree is preferred) in Geographic Information Systems, Computer Science or related field with coursework in GIS (AutoCAD, SQL, Scripting, Database Management and/or programming), a minimum of two years’ professional experience or the equivalent level of demonstrated skill and experience equal to five or more years of direct experience at a moderate to difficult level of complexity in a GIS position. Experience with Visual basic, QGIS and GeoServer, and/or other software projects that are part of the Open Source Geospatial Foundation, is preferred. Proven ability to understand GIS programming and customization techniques. An advanced level of skill in the use of computer workstations, operating systems, word processing, Microsoft Office, spread sheets, SQL Server database and desktop GIS/AM software (preferably QGIS). A working knowledge and experience in basic engineering and inspection principles, surveying basics, and MISS DIG experience, is required. Ability and willingness to complete field work, as needed on construction projects.

The Engineering Department consists of a City Engineer, two (2) Engineering Technicians and the GIS Specialist. The Division of Public Works includes the Airport, Engineering, Streets, Wastewater and Water System operations. They serve our community to the best of their ability and utilize modern technology, education, preventive maintenance, training, and community partnerships on a daily basis.

Mt. Pleasant (SEV $532 million) is a growing and financially stable community located in the geographic center of Michigan’s Lower Peninsula. The City is a warm and friendly community dedicated to retaining its small town traditions while building a vital economy. The area population officially stands at 26,016. When hosting special events, the population can swell to two or three times that number along with the approximate 30,000 daily visitors to the Soaring Eagle Resort and Casino located at the east City limits.

Mt. Pleasant is also home to Central Michigan University’s 18,000 plus students and many of its employees. CMU offers more than 170 programs at the Bachelor, Master, and Specialist Degree levels, as well as their Medical School. Mid-Michigan College has a Mt. Pleasant Campus for those who wish to prepare for a career in health, business, or industrial technologies or transfer to a university. In addition, five other colleges and/or universities are within 45 miles of Mt. Pleasant. This community is dedicated to education and offers seven neighborhood schools, one middle school, and two high schools. There is one parochial and two charter schools. Downtown Mt. Pleasant boasts over 135 businesses that include remarkable specialty shops, art galleries, excellent and eclectic dining establishments, bars and bistros.

The Mt. Pleasant community provides an abundance of recreational and cultural opportunities ranging from hockey to chamber music concerts. Golfers are especially pleased with the 13 courses available within a 30-minute drive. Offering a wide range of recreational programs for all ages, the City Parks and Recreation Department operates and maintains 11 parks comprising 300 acres, offering venues for picnicking, swimming, fishing, canoeing, and hiking. The Isabella County park system adds another 900 acres with similar opportunities as well as camping and cross-country skiing.
