Director of Public Works

The City of Mt. Pleasant is seeking an executive-level public works administrator to oversee critical technical, customer service and infrastructure services provided by the City. This full-time benefited salary exempt position is a member of the City’s Senior Executive Management Team and participates in the development and implementation of city-wide projects and programs. Reporting directly to the City Manager, the Director of Public Works is responsible for leading, developing and managing the Assistant DPW Director, and five department heads who oversee the daily operations of the Airport, Engineering, Street, Wastewater and Water Department teams. The ideal candidate will have an inclusive management style and empower employees through delegation of responsibilities. We are looking for a person with executive-level experience in leading others, public works administration, establishing best practices, managing contracts/budgets, and the ability to move the division forward through teamwork and setting priorities, while focusing on process improvement. The director must be experienced in mentoring staff, be a proven team leader and team builder, who can set clear expectations, hold staff and themselves accountable to the needs of the organization, instill pride, and develop an atmosphere of support where employees are encouraged to try new approaches and solve problems. The Director will coordinate assigned activities with other departments and outside agencies, and provide highly responsible and complex administrative support to the City Manager.

The position requires a Bachelor’s Degree from a recognized college or university in Public Administration, Management, or a related field with progressively responsible executive-level experience in public works administration sufficient to meet the required knowledge, skills, and abilities. Master’s Degree preferred. Must reside and maintain principle domicile within the limits of Isabella County or within 20 miles from the nearest city limit, whichever is greater, within twelve months of hire.

The City of Mt. The City has a 2019 General Fund Operating Budget of $13,850,000 and a total Operating Budget of $33,560,000. Since 1996 the City has had a dedicated millage for capital improvement projects. The dedicated millage in 2019 is 1.5 mills and generates $660,000 per year in addition to funds used for capital projects in the enterprise funds.

Mt. Pleasant is a growing and financially stable community located in the geographic center of Michigan’s Lower Peninsula. We are a warm and friendly community dedicated to retaining our small town traditions while building a vital economy. The area population officially stands at 26,016 but can swell to two or three times that number due to special events and the approximate 30,000 daily visitors to the Soaring Eagle Resort and Casino located at the east City limits.

We are also home to Central Michigan University’s 21,000 plus students and many of its employees. CMU offers more than 170 programs at the Bachelor, Master, and Specialist Degree levels. Mid-Michigan College has a Mt. Pleasant Campus for those who wish to transfer to a university or prepare for a career in health, business or industrial technologies. In addition, five other colleges and/or universities are within 45 miles of Mt. Pleasant. This community is dedicated to education and offers several public neighborhood schools, one middle school, and two high schools. In addition, there is one parochial and two charter schools.

The Mt. Pleasant community provides an abundance of recreational and cultural opportunities ranging from hockey to chamber music concerts. Golfers are especially pleased with the 13 courses available within a 30-minute drive. The City Parks and Recreation Department offers a wide range of recreational programs for all ages, including youth soccer, softball, golf, basketball, volleyball, and tennis. In addition, the City operates and maintains 12 parks comprising 300 acres, offering venues for picnicking, swimming, fishing, canoeing, and hiking. The Isabella County park system adds another 900 acres with similar opportunities as well as camping and cross-country skiing.
