Dear Material Collection Agent:
The City's Solid Waste Ordinance, Chapter 50, of the Code of
Ordinances, requires that "no person or organization shall
engage in the business of collecting or disposing of refuse,
leaves, yard waste, or recyclable material without first
obtaining a material collection license". If you are
currently operating in the City of Mt. Pleasant, or plan to
do so during the year ending December 31, 2007, please
review and complete the attached forms. (the Solid Waste

The Material Collection License has been initiated by the
City to monitor the volume of materials collected, the
collectors collecting materials, and the method of providing
recycling.
Residential refuse collection within the City must be in
accordance with the City's bag/tag policy and can only be
provided by the City's contracted collector. Collectors
providing refuse collection for rooming houses and/or
commercial accounts must do so in accordance with Sections
50.07-50.09. The collectors must provide an opportunity to
recycle for these customers as provided in Section 50.11 of
the Ordinance.
The Material Collection License fee has been established as
$25 per truck/year.
Your completed application, including the applicable
application fee and proof of insurance, should be sent to
the City Clerks office, 401 North Main Street, Mt. Pleasant,
MI 48858 by January 1, 2007. Collectors operating within the
City without a license after January 1, 2007, will be in
violation and held responsible for a municipal civil
infraction and prosecuted in accordance with the Municipal
Civil Infractions Ordinance.
The City reserves the right to revoke a Material Collection
License if: 1) any part of Chapter 50, or other relevant
City, County or State regulations are violated, or 2) if the
terms of the license are violated. Further, the City
reserves the right to restrict the number of material
collection licenses issued and the scope of service of such
licenses based on: 1) the geographic area to be serviced; 2)
the population sector to be served; 3) the type of material
to be collected; 4) the points of collection such as curb,
alley, or other location; and/or 5) the schedule of such
collection.
