Frequently Asked Questions

Can payments be made online?  Payments for parking tickets, utility bills and tax bills can be paid online by withdrawal from your bank account or by credit card.  Check here for more details.

Do you accept credit cards at city offices? The City of Mt. Pleasant, with the exception of the Airport fueling system, does not accept credit cards. This is due to the fact that credit cards charge a fee for accepting credit card payments. If credit cards are accepted at City Hall, they must be accepted for all types of payments including property tax payments. Since the majority of the money the City collects for property taxes is for units other than the City of Mt. Pleasant, the City operating moneys would have to be used to cover these fees. It is illegal to charge more to credit card payers than others to cover these fees.  A kiosk is available in the lobby of City Hall to provide internet access for credit card payments.

How do I prorate the taxes due for the year if I sell my house? See the Prorate Tax Calculator for a typical calculation to prorate taxes.

How much taxes will I have to pay on my new property? See the Property Tax Calculator. Be sure to consider that the sale of the property will uncap the taxable value. Your new property will likely have a taxable value equal to ½ of the purchase price of the property. Check with the Assessor’s office if you would like a more accurate estimate of your taxable value.

How do I qualify for a principal residence exemption (PRE) from paying local school operating taxes? Principal residence property is defined as the owner’s principal residence, the address on his/her voter registration and driver’s license. Applications for new exemptions must be received by May 1. For more information regarding PRE, visit Michigan Taxes/Department of Treasury at www.michigan.gov/taxes.

How do I get a copy of my tax bill mailed to my escrow company? If an escrow company is on file with the Assessor’s office, a copy of the bill will be mailed to that company. The homeowner will also be mailed a copy of the bill. The escrow company name will be listed on the left hand side of the bill. If you need to change or add an escrow company, complete the Change of Property Information form and return it to the Assessor’s office.

What is a summer deferment? Applying for a summer deferment allows taxpayers to pay their summer tax bill without penalty on February 14. To qualify the taxpayer must have a household income of less than $40,000 and be either of the following: a senior citizen, paraplegic, eligible service person, veteran, or widow, blind person, or totally and permanently disabled. To file for a deferment, complete the Application for Deferment of Summer Taxes form and return it to the Treasurer’s office.

What happens when a due date falls on a weekend or holiday? When a bill due date falls on a weekend or a holiday for which City Hall is closed, the due date is extended to the next day City Hall is open. Payments may be made in the drop box on a weekend or holiday.  See the City Billing Calendar.

Can you make payments when City Hall is closed? Payments may be dropped in the payment drop box at anytime. The drop box is a large blue mailbox type box located in the parking lot of City Hall. Payment must be by check or money order. If you have the bill, attach it to the payment or place it in an envelope. If you don’t have the bill, please note your account number on your check or money order.

Do you look at postmarks to determine if bills are paid on time? Payments must be received in the Treasurer’s office by the due date to be considered on time. The Treasurer’s office does not look at postmarks to determine if mailed by the due date. The Post Office recommends allowing five days for postal delivery.

If I sell or close my business during the year are the personal property taxes still owing? The value of your personal property is determined on "tax day," December 31st of the previous year. If you sell or close your business during the year you are still liable for personal property taxes for that year. If you open a business on January 1st you are not liable for personal property taxes until the following year.

What is the new Michigan Business Tax Exemption?
Effective January 1, 2008 Public Act 37, 38, 39, and 40 of 2007, tie-barred to the Michigan Business Tax Act, exempted Industrial Personal Property from the 6 mill State Education Tax and 18 mills of local school district operating millage; and exempted Commercial Personal Property from 12 mills of local school district operating millage.

What happens if I don't pay my taxes? Summer taxes are due 7/31, after 7/31 a 1% monthly penalty is added for delinquent taxes. Winter taxes are due 2/14, from 2/14 to 2/28 a 3% penalty is added for delinquent taxes. After 3/1, unpaid winter or summer taxes  are forwarded to Isabella County for collection.
