Planning and Community Development



The Planning and Community Development Department facilitates the physical development of the City. Department staff work with the Planning Commission and other members of the community to do the following:

  • Create a vision for the future of the community through the City Master Plan
  • Turn that vision into reality through policy (including the Zoning Ordinance), programs, and other initiatives.

Pleasant is proud to be the first community in Prosperity Region 5 and the 31st in the state of Michigan to be certified as a Redevelopment Ready Community (RRC) by the Michigan Economic Development Corporation. Certification indicates that a community has removed development barriers and streamlined processes to be more competitive and attractive to investors. Mt. Pleasant's adoption of a form-based zoning ordinance and the creation of building plans to incentivize the construction of accessory dwelling units are examples of such efforts. Our work to improve our rules and procedures (through zoning text amendments) is always ongoing. We are also committed to strong and consistent communication as outlined in our Public Participation & Engagement Strategy

Applications
Most developments require an application to be submitted to the Planning and Community Development Department. Please consult the City of Mt. Pleasant Development Guide Book to determine which application you need to apply for, check the application process and timeline, and download any required application forms, found here

The City accepts payments for development-related fees via cash, check, credit card (additional fee applies), online,
or in-person at City Hall, 8:00 a.m. - 4:30 p.m., Monday – Friday.  A complete fee schedule can be found, here.

Please note that the pre-application meeting with City staff is required prior to filing an application for Site Plan Review, Special Use Permit (such as for restaurants that serve alcohol or marihuana establishments), or Rezoning. At this meeting, staff from Planning, Public Works, Fire, and Building Safety will provide a preliminary review of the site plan, explain zoning requirements, and discuss project timelines. Pre-application meetings often address circumstances that would otherwise result in an application being postponed. A regular meeting time slot of Wednesdays at 9:30 a.m. is available by appointment. Additional time slots may also be available. Please contact Manuela Powidayko at (989) 779-5346 or planning@mt-pleasant.org to schedule a pre-application meeting and be ready to bring information about the proposal, such as:
    • Project location (address and parcel number) Proposed use and if there will be land subdivisions
    • Proposed buildings, alterations/enlargements to existing buildings, new accessory structures, etc.
    • Proposed site work, such as changes to parking lots, loading, landscaping, waste management, etc.
