Master Plan – Process Summary

The City Commission and staff are committed to informing residents of important municipal business. Connections, the City’s quarterly newsletter, has published regular updates on developing a new Comprehensive Master Plan since the process first began with Vision Fair 2020. The Plan sets the course for the community and its residents for the next two decades. It also serves as a guide for the City Commission in adopting capital improvement plans and annual operating budgets.

Public involvement earmarks the beginning and the end of an inherently lengthy process of creating a new Comprehensive Master Plan for Mt. Pleasant.

In September of 2003, over 200 citizens came together for Vision Fair 2020 to make sure their opinions about Mt. Pleasant’s future were heard. A Strategic Plan of the community’s vision was produced from that meeting, setting the stage for what evolved over the course of the next three years: a carefully worded and thoroughly researched Master Plan document.

On November 3, 2005, the Mt. Pleasant Planning Commission completed its review of the draft Master Plan document and referred it to the City Commission for the next series of steps in the process. This included a statutory 90-day period of opportunity for surrounding governmental units and major entities, such as the university, public schools and hospital, to review and comment on the proposed Plan.

In July of 2006, the Planning Commission and City Commission held a joint meeting to be sure both groups shared the same visionary direction for the community. Their consensus affirmed the status of the document and moved the process forward toward adoption.

In August (2006), the Planning Commission held a public hearing and made several minor changes to the nearly 100-page document. At that point, Planning Commissioners voted to recommend adoption of the proposed Master Plan and referred it to the City Commission for further consideration and public input.

The following month (September 25), the City Commission held a public hearing. Notification of the hearing was released through the media, Cable Channel 26, and the City’s newsletter and website. In addition, the 200+ citizens who attended Vision Fair 2020 were personally invited to participate once again by reviewing the document and sharing their views at the public hearing. Five people spoke and two written communications were received at that time.

At the September meeting, the City Commission adopted the 2006 Master Plan for the City of Mt. Pleasant with the exception of the future land use designation for the 140+ acres of mostly undeveloped land at the southwest corner of Broomfield and Crawford. That piece of the Plan was reverted to the Planning Commission to create a “hard line” Future Land Use Plan for that area. The task has not been easy to fulfill, however, as various zoning-related requests by the developers of that area have complicated the matter which has delayed final adoption and publication of the document.

In the meantime, the latest draft of the Master Plan is available for review at the reference section of Veterans Memorial Library reference desk, at City Hall, or on the City’s website.
