Director of Planning and Community Development

The City of Mt. Pleasant is looking for a strong professional to take on the responsibility of Director of Planning and Community Development within our Community Services Division. The position calls for a person who is innovative, knowledgeable, service oriented and self-directed to handle all planning functions for the City. This is a one-person department and therefore offers a wide variety of work responsibilities, with the support of a full-time Office Professional. In addition to planning, this position is involved in community development activities in partnership with a variety of City projects. The successful candidate will be technically strong in the areas of Form Based Code, site plan review, Michigan Planning and Zoning Enabling Acts and land use laws, have solid knowledge of municipal government principles and operations, and a true understanding of Redevelopment Ready Communities and complete streets, to support our sense of place through strategic planning. We are looking for an individual who will value working in an environment which appreciates creativity, and strives to provide high quality services, while building relationships with citizens and developers throughout the Mt. Pleasant community (pop., 21,688 and SEV $598 million). Starting salary in the mid $80,000’s; a signing bonus, housing incentive and relocation support may be available, depending on qualifications.

The Director of Planning and Community Development is a department head level position reporting to the Director of Community Services and Economic Development, and leads the planning functions for the City. As a salaried, at-will leadership position, it is expected the position will perform all planning duties and lead the implementation of the Master Plan, manage the Citizens’ Academy Program, guide and maintain the Planning Commission and work across departmental lines collaborating on various projects. With the responsibility of setting the annual planning budget, this position will participate in goal setting, visioning and developing ways to best use City funds to improve the Mt. Pleasant community.

We are looking for an individual who possesses strong problem-solving skills and enjoys working in a creative team-based environment. Excellent written, verbal communication and presentation skills are essential to effectively work with the City Commission, Planning Commission, developers, property owners, citizens, and co-workers. The position requires a Bachelor’s Degree in Urban and Regional Planning, Public Administration or related field, with a minimum of three years progressively responsible planning or community development in local government, or an equivalent combination of formal education and experience providing the required knowledge, skills, and abilities. A Master’s Degree in Urban and Regional Planning, and an American Institute of Certified Planners (AICP) certification is desirable. Previous experience and knowledge in using Adobe InDesign would be helpful, but training is available. The selected candidate will have our full support to further their education within planning and zoning, attend trainings, participate in professional groups, as well as, working through professional certification processes.

The standard office hours are Monday through Friday 8:00 a.m. to 4:30 p.m. Additional hours are to be expected for various Planning Commission meetings, Citizens’ Academy Program, City Commission Meetings and emergency situations. Work schedule flexibility is available and a remote work arrangement may be available, as approved by the Director of Economic Development and Community Services.

To be effective and connected with the Mt. Pleasant community, we request that the Director of Planning and Community Development live locally within 12 months of hire, reside and maintain principle domicile within the limits of Isabella County or within 20 miles from the nearest city limit, whichever is greater.

Mt. Pleasant is a growing and financially stable community located in the geographic center of Michigan’s Lower Peninsula. We are a warm and friendly community dedicated to retaining our small-town traditions while building a vital economy. The area population officially stands at 21,688 but can swell to two or three times that number due to special events and the approximate 30,000 daily visitors to the Soaring Eagle Resort and Casino located at the east City limits.

We are also home to Central Michigan University’s 15,000 plus students and many of its employees. CMU offers more than 170 programs at the Bachelor, Master, and Specialist Degree levels, as well as their Medical School. Mid-Michigan College’s Mt. Pleasant Campus is an option for those who wish to transfer to a university or prepare for a career in health, business, or industrial technologies. Five other colleges and/or universities are within 45 miles of Mt. Pleasant. This community is dedicated to education and offers seven neighborhood schools, one middle school, and two high schools. There is also one parochial and two charter schools.

The Mt. Pleasant community provides an abundance of recreational and cultural opportunities ranging from hockey to chamber music concerts. Golfers are especially pleased with the 13 courses available within a 30-minute drive. The City Parks and Recreation Department offers a wide range of recreational programs for all ages, including youth soccer, softball, golf, basketball, volleyball, and tennis. The City operates and maintains 11 parks comprising 300 acres, offering venues for picnicking, swimming, fishing, canoeing, and hiking. The Isabella County park system adds another 900 acres with similar opportunities as well as camping and cross-country skiing.
