Water Distribution System Supervisor

The City of Mt. Pleasant is seeking candidates with a high level of knowledge related to water distribution systems, field operations, infrastructure maintenance, and strong proven leadership skills to manage the highly trained water distribution team and overall departmental operations.

Reporting to the Deputy Director of Public Works, this salaried, at-will position is responsible for the safe and efficient administration and operation of the water distribution system, performing as a working supervisor while leading, directing and supervising the activities of the Water Distribution Operators. Serving as a member of the Division of Public Works administrative team, this position interacts with various city departments, utility customers, developers, and outside contractors in installing, operating, maintaining, and repairing the City’s water distribution system and is designated as the Operator in Charge (OIC) of distribution. This position is responsible for protecting and preserving the assets of the City of Mt. Pleasant and its citizens.

Supervises daily and emergency distribution system operations including, but not limited to, contract management, customer service, cross-departmental communications and projects, labor relations, equipment procurement, schedules and tracks completed jobs and work orders, field process completion and data collection, sample collection, maintain EGLE standards, communicate and coordinate with utility billing staff, water meter inventory and rotation program, cross connection control program, distribution system material inventory, hydrant and valve maintenance programs, seasonal flushing programs, service box location and documentation, and serves as the on-site competent person as needed.

Successful candidates will demonstrate strong leadership with proven management experience, the ability to multi-task numerous projects, organization skills, computer literacy, have an eye for innovation and problem-solving, dedication to continuous improvement, high standards of personal integrity and professionalism, a positive attitude, strong communication skills, dedication to top-level customer service, be open to input from staff, work to resolve problems in a collaborative manner, and lead by example.

The position requires a minimum of a High school diploma or equivalent and demonstrated mechanical skills, not limited to construction, infrastructure, automotive, electrical, plumbing, or machinery, such as pumps, hydraulics, or shaft-driven equipment. Collegiate training in a related field (construction, sub-surface infrastructure work in municipal water or wastewater) with formal training in water distribution system operations, maintenance, testing, or an equivalent combination of education and experience is preferred.

Possession of an S-1 certification as defined by the Michigan Department of Environment, Great Lakes and Energy (EGLE) Waterworks System Operator Classifications for Drinking Water. A minimum of 5 years of combined experience within the water distribution field is required, it is preferred that at least 2 years of this experience be in a supervisory or lead capacity.

Mt. Pleasant is a growing and financially stable community located in the geographic center of Michigan’s Lower Peninsula. The area population officially stands at 21,688 but can swell to two or three times that number due to special events and the approximate 30,000 daily visitors to the Soaring Eagle Resort and Casino located at the east city limits.

Five other colleges and/or universities are within 45 miles of Mt. Pleasant. This community is dedicated to education and offers seven neighborhood schools, one middle school, and two high schools. There is also one parochial and two charter schools.

The Mt. Pleasant community provides an abundance of recreational and cultural opportunities ranging from hockey to chamber music concerts. Golfers are especially pleased with the 13 courses available within a 30-minute drive. The city Parks and Recreation Department offers a wide range of recreational programs for all ages, including youth soccer, softball, golf, basketball, volleyball, and tennis. The City operates and maintains 11 parks comprising 300 acres, offering venues for picnicking, swimming, fishing, canoeing, and hiking. The Isabella County park system adds another 900 acres with similar opportunities as well as camping and cross-country skiing.

The staring salary range for this position is mid to high $60,000’s, depending on qualifications.
