In accordance with the Federal Trade Commission's Red Flag Rules the City is required to verify the true identity of a person establishing a new account or making changes to an existing utility account.

Therefore, to set up a new account or transfer the name on a rental unit, customers will need to present a valid photo id (driver's license, passport, local university student ID, etc).
