Planning and Community Development

The Planning and Community Development Department facilitates the physical development of the City. Department staff work with the Planning Commission and other members of the community to do the following:
- Create a vision for the future of the community through the City Master Plan
- Turn that vision into reality through policy (including the Zoning Ordinance), programs, and other initiatives.

Mt. Pleasant is proud to be the first community in Prosperity Region 5 and the 31st in the state of Michigan to be certified as a Redevelopment Ready Community (RRC) by the Michigan Economic Development Corporation. In order to obtain RRC certification, the city of Mt. Pleasant received a comprehensive assessment that measured current community and economic development practices compared to RRC best practice standards. The program evaluates and certifies communities which integrate transparency, predictability and efficiency into economic development practices. Certification indicates that a community has removed development barriers and streamlined processes to be more competitive and attractive to investors. In Mt. Applications
- Prior to filing an application for Site Plan Review, Special Use Permit, or Rezoning, a pre-application meeting with City staff is required. At this meeting, staff from Planning, Public Works, Fire, and Building Safety will provide a preliminary review of a site plan, explain zoning requirements, and discuss project timelines. Pre-application meetings often address circumstances that would otherwise result in an application being postponed. A regular meeting time slot of Wednesdays at 9:30 a.m. is available by appointment. Target Market Analysis
- The following documents outline the results of a Residential Target Market Analysis (TMA) conducted for the East Central Michigan (ECM) Prosperity Region 5. This study for Region 5 was made possible by the East Michigan Council of Governments (EMCOG), which assists communities with services in Economic and Community Development, Transportation, and Planning.
